GOAL: Data Transparency
The invisible nature of water and sewer infrastructure means data plays an essential role in showing progress, while identifying opportunities for improvement and investment. Transparent data on water systems is essential to keeping citizens safe.
Jersey Water Works created the Data Advisory Committee, made up of members with a diverse set of subject matter expertise, to create a data dashboard that showcases New Jersey’s water metrics and provides the transparency that we need to monitor water quality across the state.
Jersey WaterCheck
In February 2021, Jersey WaterCheck was launched—a collaboration between the Data Advisory Committee, a utility coalition, utility associations, consumer focus groups, and Jersey Water Works committee members. In addition, Jersey Water Works’ backbone staff at New Jersey Future managed the project with the support of consultants, and a coalition of select utility members played a vital role in user testing and providing feedback on metric descriptions during the dashboard creation.
Jersey WaterCheck is the first of its kind in New Jersey, featuring data on water infrastructure from multiple sources in one place to tell the story of New Jersey’s water and sewer systems. The user-friendly web-based dashboard is designed for a wide audience with a range of easy-to-understand metrics.

Committee initiatives and work include:
- Release the seventh version of the dashboard, including updating the lead resources pages, refining CSO metrics, adding a granular utility funding metric for systems where relevant, and providing easy access to information on 590 drinking water, wastewater, and stormwater systems.
- Design and create a CSO resource page within JWC that provides easy access to track the progress of CSO permittees in New Jersey.
- Release the sixth update of JWC metrics, including relevant data updates as needed.
- Release short-form data story videos that educate the importance of water infrastructure, the costs involved, and success stories in infrastructure upgrades using JWC data in collaboration with JWW committees and other stakeholders.
- Release the fifth update of JWC metrics, including relevant data updates as needed.
- Launch and release short-form videos that educate the importance of water infrastructure, the costs involved, and success stories in infrastructure upgrades using JWC data in collaboration with JWW committees and other stakeholders.
- Release third update of JWC metrics, including addition of new data related to lead pipes and WQAA.
- Release a statewide analysis of water infrastructure progress using JWC data. Highlight successful communities and their underlying conditions.
- Showcase two water utilities that have replaced lead pipes or completed other capital improvement projects through case studies that explain the costs involved.
- Release a 2.0 version of Jersey WaterCheck by Dec. 1 based on user feedback and JWW committee recommendations. Include updated data for existing metrics, new metrics, and website enhancements.
- Release two short video explainers on JWC metrics by the July membership meeting.
- Partner with Sustainable Jersey to work with two pilot communities to create community water stories using Jersey WaterCheck data. Host the content on Jersey WaterCheck.
- Leverage existing partnerships to conduct a peer-to peer-learning forum with emerging utility leaders on best practices in a data transparent world.
- Utilize Jersey WaterCheck data to identify utilities serving at-risk communities and advocate for targeted technical and financial assistance.
